Earl Albert Moore Pleads Guilty to Using a Destructive Device During a Crime of Violence

DENVER—Earl Albert Moore, age 65, pled guilty today to use of a destructive device during and in relation to a crime of violence for leaving a destructive device at the Southwest Plaza Mall on April 20, 2011. The guilty plea was tendered before U.S. District Court Judge John L. Kane. Moore was originally charged by criminal complaint on April 24, 2011. He was then indicted by a federal grand jury in Denver on May 5, 2011. Judge Kane is scheduled to sentence Moore on March 16, 2012 at 10:00 a.m. Moore faces a mandatory minimum 30-year prison sentence.

According to court records, on April 20, 2011, a subject entered Southwest Plaza Mall, using an employee-only entrance. He then allegedly placed a destructive device inside an employee corridor at the mall. He then lit the device. Moore then exited the facility. As he was departing a fire ignited, but the device did not detonate. A security officer used a fire extinguisher to put out the fire.

The Bureau of Alcohol, Tobacco, Firearms and Explosives, the FBI’s Joint Terrorism Task Force, and the Jefferson County Sheriff’s Office immediately initiated an investigation. That investigation resulted in identifying Moore as the person responsible for the assembling and leaving the destructive device. A manhunt ensued. An alert Boulder resident recognized Moore at a local coffee house inside a grocery store. She called the Boulder Police Department, who quickly responded and arrested Moore.

This case was investigated by the FBI’s Joint Terrorism Task Force, with substantial assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Jefferson County Sheriff’s Office. The U.S. Marshals Service also provided support. Moore is being prosecuted by Assistant U.S. Attorney Greg Holloway.

Manhunt Over for Subject Suspected of Killing Park Ranger :FBI Seattle

On Monday, January 2, 2012, the FBI Seattle Division joined the National Park Service (NPS) in announcing the end to the multi-agency manhunt for the subject suspected of killing Ranger Margaret Anderson on January 1, 2012 in Mount Rainier National Park. The Pierce County Sheriff’s Department (PCSD) also joined NPS in its announcement that an aircraft spotted a body lying face down in the vicinity of Narada Falls. NPS indicated that searchers on the ground traversed challenging terrain to reach the subject and confirmed his identity as Benjamin Colton Barnes, the 24-year-old subject suspected in the homicide. FBI, NPS, and PCSD officials confirmed that Barnes was found dead.

FBI Seattle’s Assistant Special Agent in Charge Steven M. Dean followed the NPS announcement by acknowledging the efforts of many law enforcement agencies involved in the intensive manhunt. Although the FBI has the lead in investigating crimes that occur in national parks, Mt. Rainier’s location within Pierce County meant the early and sustained response from PCSD was critical. In addition to the significant role of NPS and PCSD in the manhunt, the FBI relied on valuable collaboration with the FBI Portland Division, the Washington State Patrol, the State Department of Fish and Wildlife, the U.S. Forest Service, the Naval Criminal Investigative Service, the U.S. Army, the Tacoma Police Department, the Port of Seattle Police Department, the Bellevue Police Department, the Drug Enforcement Agency-Seattle Division, the Central Pierce Fire & Rescue, the King County Sheriff’s Office, and the Seattle Police Department.

Laughlin, Special Agent in Charge of the FBI Seattle office, extended her condolences to the family of Ranger Anderson. “The FBI and the law enforcement community want Ranger Anderson’s family to know we honor her for making the ultimate sacrifice in her effort to enable the public to enjoy the beauty of Mt. Rainier and the environment she was sworn to protect.”

City of Toronto issues Extreme Cold Weather Alert and advises homeless people to seek shelter

The City of Toronto has called an Extreme Cold Weather Alert to ensure vulnerable homeless people are aware of the dangers of cold weather and have safe and warm places to go. This alert is in effect until further notice. 


Extreme cold weather can be life-threatening to people who spend much of their time outdoors.


Year round, through Shelter, Support and Housing Administration Division, the City funds extensive services for people who are homeless, including emergency shelters, drop-in centres, Streets to Homes assistance to find and keep permanent housing, housing help and 24 hour street outreach services throughout the city, as well as 24 hour street respite. Throughout the winter, more services are available.


During an Extreme Cold Weather Alert, street outreach workers continue to urge people to go inside and provide transportation to shelters or overnight respite. In addition to ongoing outreach, during an alert: 
• Shelters relax any existing service restrictions. 
• Street outreach is increased, focusing solely on warning clients of danger and transporting them to warm places. 
• TTC tokens are available at a number of drop-ins so people have transportation to shelters. 
• More than 100 agencies are advised of the impending extreme weather, asked to relax any service restrictions they may have,  and are reminded of the danger this poses to vulnerable clients. 
• 172 shelter spaces are added.


An alert is called when Environment Canada: 
• predicts a temperature of -15 degrees Celsius or lower, without wind chill, 
• issues a wind chill warning for outdoor activity for people in the Toronto area, and/or 
• predicts extreme weather conditions, such as a blizzard, ice storm or sudden drops in temperature.
